Childhood and Youth

Since its foundation, Santa Casa da Misericórdia de Lisboa has taken on a caregiving role in the area of childhood, with a progressive increase in responsibilities.

In recent decades, there has been an additional effort to reorganize and qualify the responses, both in terms of access to adequate resources for children and families in the area, prioritizing the most vulnerable situations as a way to prevent the worsening of situations of exclusion, in specialization of responses regarding promotion and protection.

FOSTER CARE

Law 142/2015, of September 8th, which amended the Law for the Promotion and Protection of Children and Young People in Danger (LPCJP), designed a new architecture for residential care (in the previous wording designated care in an institution), putting end of the previously existing distinction between short-term care (CAT) and long-term care (LIJ). The law now defines that residential care takes place in a Care Home (article 50/1 of LPCJP), making no distinction about the duration of the residential care measures.

Misericórdia de Lisboa has an ongoing “CARE” plan (Enabling; Autonomizing; Reconfiguring and Specializing) with the aim of adjusting the residential care of children and young people to the new architecture provided for in the Law for this purpose.

AUTONOMISATION RESIDENCY

Space for young people from institutional homes who, due to their age and profile, benefit from a framework that provides them with more autonomy and responsibility.

TECHNICAL SUPPORT TEAM TO THE LISBON COURT (EATTL)

Multidisciplinary advisory team to the Family and Minors Court of Lisbon, within the scope of legal proceedings for development and protection, in accordance with Law 147/99 and Decree-Law 332-B/2000.

FAMILY SUPPORT TEAMS

Transdisciplinary teams that assist children and young people in situations of risk or danger, with a process in the Commission for the Protection of Children and Young People or in the Court, or with weaknesses that justify a preventive intervention.

These teams have the mission of intervening with the family, promoting their skills, empowering them in autonomy so that, believing in their potential for change, they provide children and young people with the fulfillment of their rights and their full integration in society.
